Who Transdev Health Solutions is
Transdev Health Solutions is the NEMT brokerage arm of Transdev North America, the transit operator based in Lombard, Illinois. It used to run under the IntelliRide name. Transdev says its coordination centers handle more than 14 million phone calls and coordinate millions of trips a year. Its clients include state Medicaid programs and managed care organizations, and it recruits subcontracted transportation companies to run the trips.
The brokerage’s typical duties are provider credentialing, training, reservations and scheduling, dispatch and routing, trip monitoring, complaints and appeals, quality assurance, and claims. See our NEMT broker explainer for how that role fits into Medicaid.

How to become a Transdev provider in Hawaii
Transdev is recruiting all modes of transportation across the Hawaiian Islands, including wheelchair vans, vans, sedans, taxis, and transit authorities.
- Get a Medicaid provider ID from the Department of Human Services Med-QUEST Division.
- Get an approved docket from the Hawaii Public Utilities Commission. Taxi companies follow county-based rules instead.
- Submit the interest form. A Transdev team member follows up within three business days to walk through driver and vehicle credentialing. Missing Med-QUEST or PUC paperwork delays enrollment.
- Credential through the credentialing exchange. Transdev uses ProCredEx. Submit driver and vehicle records, and keep the approval letter Transdev sends.
- Pass a vehicle inspection by Transdev’s network management team before you get trips, and at least once a year after.
- Sign the contract. The Provider Agreement and a Business Associate Agreement come with a W-9 and a sample invoice.

How to become a Transdev provider in Oregon
Transdev seeks wheelchair vans, sedans, taxis, volunteers, and transit authorities for its Oregon CCO work.
- Submit the initial application. Transdev reviews it and replies within a week.
- Complete the full review. Send compliance forms, staff information, and fleet information. The review team responds within two weeks of receiving everything.
- Pass credentialing. Every driver and vehicle must meet Transdev’s minimums before a member is assigned.

Transdev’s Oregon Provider Information FAQ sets the limits above. The Oregon Provider Manual words the auto and general liability minimum as $500,000 for one person and $1,000,000 for two or more people per accident, so confirm the figure in your agreement before you buy a policy. You resend your certificate of insurance every six months and on any change. Several forms repeat yearly, including the ownership and control disclosure, fraud, waste, and abuse education, and a compliance training attestation. How trips reach you and how you get paid
In Oregon, providers receive assigned trips in Transdev’s iOBSS system up to four days before the trip. You may return a trip by calling Transdev dispatch, and Transdev offers it to other providers. Transdev does not promise any minimum volume. Accepting a ride and then failing to run it without notice costs that payment and can end your contract. Post-approval is not allowed, so a ride a member books directly with you, outside Transdev, may not be paid.
On the road, providers in Hawaii and Oregon use a tablet. Report a no-show through it once the member has not appeared within the 15-minute window. Capture the member’s electronic signature at the stop and close out the trip on the tablet, which speeds claims.
Oregon billing runs through iOBSS. Billing is processed weekly and providers usually receive weekly payments, while Transdev’s policy only guarantees monthly payment. In Hawaii, mileage pay cannot exceed the Med-QUEST fee schedule maximum, other rates are negotiated during contracting, and only loaded miles are paid. Contracting also includes a sample of the invoice you will use for billing, so settle the invoice format before your first trip. Hawaii providers see upcoming trips in the Ecolane provider portal.
Illinois and Ride to Care are different
- Illinois NETSPAP. Transdev reviews prior authorizations for Illinois Healthcare and Family Services. It does not arrange trips, enroll providers, or pay them. Providers enroll with HFS through IMPACT, bill HFS, and appear on Transdev’s list of enrolled providers that participants choose from. See our prior authorization entry.
- Ride to Care. For Health Share of Oregon trips in the Portland area, Ride Connection manages the provider network. Ride to Care drivers need an Oregon or Washington license, a satisfactory driving record and background check reviewed every year, and training in defensive driving, passenger assistance, first aid, CPR, and bloodborne pathogens. Pickups inside the city of Portland also need city permits.
What changed in 2025 and 2026
- Colorado exit. Effective July 1, 2026, HCPF moved Health First Colorado NEMT from Transdev to MediDrive, and Transdev’s Colorado page now points members to the state.
- Hawaii forms. Transdev posted a new operator incident report for Hawaii providers on July 29, 2025.
