How to start a NEMT business in Wyoming: no broker, direct Medicaid billing
Wyoming has no NEMT broker. Wyoming Medicaid approves every ride through its own Customer Service Center, and enrolled taxi and non-taxi ride companies bill the state directly with the prior authorization number from that approval. The fee schedule pays $5.02 per taxi trip plus 83 cents a mile, or $9.75 per non-taxi ride with the first 15 miles included. The same program pays members for private car mileage, buys bus tickets, and buys airline tickets for children.

How Medicaid NEMT works in Wyoming
Wyoming Medicaid runs non-emergency transportation itself under Chapter 36 of its rules, Administrative Transportation. Every trip needs prior authorization, and the rule calls for approval at least three working days before travel. The department picks the least expensive appropriate mode: public transit and the Wyoming Rural Transit Program, private car, taxi, bus, shuttle, or airline.
Rides start with a travel request to the Customer Service Center at 855-294-2127. Members start taxi requests. Since July 1, 2026, an enrolled non-taxi ride provider can also start a request by phone or with the travel request form. An approved ride gets a prior authorization number, which the provider pulls from the Provider Portal and enters on the claim.
Wyoming enrolls three kinds of NEMT providers: taxi (taxonomy 344600000X), non-taxi ride (347C00000X), and lodging (177F00000X). Taxis serve appointments in the same town or county. Out-of-town travel runs through the member instead: 26 cents a mile for a private car, bus tickets the state buys, airline tickets for children, and lodging help when a child needs care far from home.

Who brokers Medicaid rides in Wyoming
There is no broker to contract with. Wyoming Medicaid approves the ride, issues the prior authorization number, and pays the enrolled provider at its fee schedule.

Chapter 36 makes the department itself responsible for choosing and approving the ride, and rule 36-8 lets lodging, taxi, and non-taxi providers enroll and bill Wyoming Medicaid directly at its fee schedule.
Standard Wyoming Medicaid has no separate wheelchair van or stretcher van rate. Rides bill as taxi or non-taxi rides, and a non-emergency ambulance is covered only when any other mode would endanger the member's health.
How to become a NEMT provider in Wyoming
Enrollment with Wyoming Medicaid is the whole process. After that, each ride depends on a travel request the state approves.
Set up the business and get an NPI
Form the company, get a federal EIN, and get an NPI under the taxi (344600000X) or non-taxi ride (347C00000X) taxonomy. Wyoming's Chapter 3 rules require an NPI where applicable, any license or certification the law requires, and no exclusion by the HHS Office of Inspector General.

Enroll online with Wyoming Medicaid
Apply through the provider enrollment portal run by HHS Technology Group (877-399-0121). Wyoming screens every applicant and has you sign a provider agreement, and you repeat the application, screening, and agreement at least every five years. Wyoming's application fee applies to listed institutional provider types, and taxi and ride providers are not on that list.
Get a prior authorization number for each ride
Every ride needs a travel request approved by the Customer Service Center. Taxi rides start with the member. Non-taxi ride providers can start the request themselves from July 1, 2026. Pull the prior authorization number from the Provider Portal before you bill.

Bill the right codes
Taxis bill A0100 once per one-way trip plus S0215 for every mile or part of a mile. Non-taxi rides bill A0110 once per one-way trip plus A0080 for each mile past the first 15, rounded up. Put each date of service on its own line and file within 12 months (365 days) of the service.
Keep records and stay active
All rides are subject to post-payment review. Keep the prior authorization and its number, member information, pickup date and time, pickup and destination addresses, total mileage, and total charge for every ride. Wyoming may end your enrollment if you submit no claim for 15 months.

Wyoming's Medicaid rules set no NEMT vehicle or driver standards beyond enrollment and any license the law already requires. With no broker, there is no contract adding more, so this table is short on purpose.

Insurance minimums in Wyoming
Wyoming Medicaid sets no insurance minimum for NEMT. The state's general financial responsibility amounts are the floor, and your insurer or any facility you contract with can ask for more.

Does Wyoming require EVV for NEMT?
No. The federal EVV requirement covers Medicaid personal care and home health visits, and Wyoming's NEMT rules and billing chapter contain no EVV requirement.
Wyoming checks rides another way. Every claim carries a prior authorization number, all rides are subject to post-payment review, and Medicaid audits taxi and shuttle claims against the member's attendance at the appointment. Keep the full trip record for every ride.
What changed in Wyoming in 2025 and 2026
Wyoming Medicaid and CHIP covered 59,917 people in May 2026 (CMS preliminary count): 53,830 in Medicaid and 6,087 in CHIP. Travel assistance applies only to the benefit plans listed above.
Rates come from the Wyoming Medicaid fee schedule, and the current NEMT rates date from 2021. A taxi trip pays $5.02 plus 83 cents a mile. A non-taxi ride pays $9.75 with the first 15 miles included, then 25 cents a mile. Wait time, no-shows, and miles without the member on board are not paid.
The July 1, 2026 manual update is the main change for providers. Enrolled non-taxi ride providers can now start travel requests, and the lodging threshold for children's out-of-town care dropped from 400 to 200 round-trip miles. The fee schedule also added a wheelchair van code (A0130, $7.59) for the Community Choices Waiver plan on the same date.
