How to become a WellTrans NEMT provider in Indiana
To become a WellTrans provider, enroll with Indiana Medicaid (IHCP) as a transportation provider, then contact WellTrans Provider Relations through its provider information page. If your area needs capacity, WellTrans interviews you, collects insurance and driver documents, inspects your vehicles, and trains your staff on its TripSpark portal. Since January 1, 2026 it brokers HIP and Hoosier Healthwise rides for Anthem, CareSource, and MHS.

Who WellTrans is
WellTrans is an Indianapolis NEMT broker at 7340 Shadeland Station Way. It says it has more than two decades of experience with Medicaid and Medicare members. Like other NEMT brokers, it takes ride requests from members, checks them, and assigns the trips to independent transportation companies in its network.
WellTrans works with every type of provider: ambulatory, wheelchair, mass transit, and taxi. Its Provider Relations team recruits by phone and email and holds provider town halls for companies weighing a contract.
Where WellTrans operates
WellTrans works in Indiana. Its footprint grew on January 1, 2026, when MDwise stopped being a managed care option for the Healthy Indiana Plan (HIP) and Hoosier Healthwise. Indiana Health Coverage Programs (IHCP) Bulletin BT202608 confirmed that from that date, HIP and Hoosier Healthwise members of Anthem, CareSource, and Managed Health Services (MHS) all get NEMT through WellTrans. How to become a WellTrans transportation provider
WellTrans adds providers where it needs capacity. The process runs from Indiana enrollment to vehicle stickers.
- Enroll with IHCP. Transportation companies enroll as provider type 26. Common carrier ambulatory is specialty 264 and common carrier non-ambulatory (wheelchair) is 265. Both are high risk at enrollment, which means a site visit and fingerprinting for anyone who owns 5 percent or more. Both specialties also need a surety bond and an application fee for each service location. Allow at least 15 business days for processing.
- Contact WellTrans. Use the “Contact Us to Become a Provider” form on the provider information page, or call Provider Relations. WellTrans reviews whether your region needs another provider and confirms it received your inquiry.
- Interview and documents. If there is a need, WellTrans schedules an interview and asks for your business license, proof of liability insurance, driver credentials, current criminal background checks for all drivers, current drug screens for all owners and drivers, and current motor vehicle reports.
- Sign the contract. The agreement arrives by DocuSign. WellTrans then sets you up in TripSpark, its dispatch system, and collects credentialing documents such as insurance and operating permits.
- Inspection and training. WellTrans inspects each vehicle and places a red sticker on those that pass. Your managers get “Train the Trainer” training on TripSpark, and staff who will use the portal watch its training videos and pass the TripSpark and HIPAA quizzes. Once drivers finish their required training, the vehicle goes active and can receive trips.

WellTrans, the State of Indiana, and the Family and Social Services Administration must be named as additional insureds. You must also attest that employees were processed through E-Verify.
How trips reach you
WellTrans offers three ways to receive and complete trips, and you choose one during onboarding.
- TripSpark portal. Free from WellTrans. You review offered runs, accept or decline them, mark runs complete, and check payment status. A DriverMobile app is optional.
- Your own system. Download manifests from TripSpark as CSV files, then upload trip completions on the WellTrans template.
- Manual. Manifests arrive by fax or email. Trips you cannot run go back on the reroute form within 24 hours of receiving the manifest.
WellTrans assigns trips based on shifting factors and does not guarantee a minimum volume. Providers who reroute without a valid reason, or late, receive fewer trips. The agreement caps reroutes at 15 percent of monthly trips, and a trip sent to you 36 or more hours ahead must be rerouted at least 12 hours before pickup. Return legs often show as will-call trips, and those must be picked up within one hour of notice.
How WellTrans pays providers
WellTrans pays the lesser of your billed charges or the negotiated rates in the agreement’s rate table, which prices trips in mileage bands (0 to 3, 4 to 6, and 7 to 10 miles, then per mile after 10). WellTrans measures mileage with its own mapping software as the shortest route, and running the trip means accepting that mileage. Trips it identifies as shared rides pay the shared rate. Wait time pays only when pre-authorized, generally on trips over 50 miles.
- Deadlines. Invoices and signed trip logs are due within 60 days of service. Anything past 90 days is disallowed.
- Schedule. Clean invoices are paid twice a month, within 30 days of submission.
- Signatures. Every rider signs the trip log. Initials or notes that the rider could not sign are rejected, and a caregiver or facility staff member signs their own name instead.
- Audits. WellTrans confirms appointment attendance and deducts trips where the rider did not attend a covered service.
The agreement also lists liquidated damages, including $25 per late pickup once late pickups pass 1 percent of monthly trips, $100 for a vehicle no-show, and $150 for a late dialysis arrival. Compare these terms with other broker rates before you commit vehicles.
What changed in 2025 and 2026
- October 16, 2025. WellTrans revised its in-network agreement and posted an E-Verify compliance attestation form for providers.
- January 1, 2026. MDwise left HIP and Hoosier Healthwise, Modivcare stopped providing NEMT for MDwise, and WellTrans became the broker for HIP and Hoosier Healthwise members of Anthem, CareSource, and MHS.
- August 4, 2026. WellTrans posted a new Indiana driver update form, one of the forms providers use to report driver changes.

WellTrans rejects trip logs without real rider signatures, so capture them at the curb. In HealthRide, drivers collect signatures on screen, and every leg records GPS miles and pickup and drop-off timestamps. No-shows keep the recorded wait time, and the whole trip log exports as CSV or PDF from reports.
