What is a pickup window in NEMT?

A pickup window is the span of time around a scheduled NEMT pickup when the driver's arrival still counts as on time. The broker contract sets it. Virginia's fee-for-service member handbook allows 15 minutes before or after the pickup time. MTM's general provider handbook allows arrival up to 15 minutes early but no later than the scheduled time.

A pickup window turns a single scheduled time into a range. Arrive anywhere inside it and the pickup is on time. The width and position of the window come from the broker contract or state program:

Early, on time, and late

FTA’s ADA paratransit guidance defines the three outcomes. Broker contracts set their own windows, but the same definitions are a useful check:

  • On time. The driver arrives inside the window.
  • Early. The driver arrives and leaves with the rider before the window opens.
  • Late. The driver arrives after the window closes and the rider boards.

An early arrival does not start the no-show clock. MTM’s general handbook, CareOregon, and FTA’s ADA paratransit guidance all count the wait from the scheduled time or the start of the window, not from when the van pulled up.

Planning backward from the appointment

For the ride out, the appointment time matters more than the pickup time. Some contracts score the two separately. MTM’s 2026 Virginia handbook applies its window only to the first pickup and counts any member who arrives after the appointment time as late. Louisiana requires riders to arrive at least 15 minutes, and no more than two hours, before their appointment. CareOregon bars drop-offs more than 15 minutes before a facility opens unless the rider asks.

Here is a hypothetical leg. The contract gives a 15-minute window on either side and requires arrival 15 minutes before the appointment.

Schedule the pickup at 9:20 instead, and a driver who arrives at the end of the window reaches the clinic at 10:00, which breaks the 15-minute rule. Plan around the window’s late edge.

Why the window matters

On-time performance is one of the main ways brokers score you. SafeRide requires a 95 percent on-time performance rate from its providers. Ride-time caps also apply once the rider boards. Virginia’s member handbook allows the direct travel time plus 45 minutes, and Louisiana allows no more than one hour beyond the estimated travel time. Frequently asked questions

Can a driver pick a rider up before the window opens?
Only if the rider chooses to go. CareOregon's manual says drivers may not pick members up before the scheduled pickup time or window, and a rider who is ready early may leave early by choice. MTM's handbook says the rider does not have to board before the scheduled pickup time.
Does an early arrival count as on time?
Arriving early is fine, but leaving early with the rider is not always on time. FTA's ADA paratransit guidance calls a pickup early when the driver arrives and departs with the rider before the window begins. Waiting for the window to open keeps the pickup on time and the no-show clock honest.
What on-time rate do brokers expect?
It is set in your provider agreement. SafeRide requires providers to keep a 95 percent on-time performance rate, and MTM's 2026 Virginia handbook sets on-time performance above 95 percent. Ask each broker how it measures on time, because a window of plus or minus 15 minutes and a window of zero to plus 15 give different results for the same driver.
